According to the FTC, some networks went down by 80 to 90 percent, and users reported that video streaming, web browsing and even GPS navigation became “difficult or impossible to use.”

In a statement, an AT&T spokesperson said the company disputes the allegations but chose to settle “rather than proceed with the pending litigation.”
In the 2019 deal, existing users received a credit to their account and many former customers received refunds. But AT&T is trying to offer about $7 million in refunds to former customers who don’t have contact information.
