“How do I have over 200 women who have been sexually assaulted at Rikers? This is a systemic failure,” she said. “This requires comprehensive reform and you never see comprehensive reform without accountability.”
Adam Slater, of the law firm Slater Slater Shulman LLP, confirmed to NBC News on Wednesday that the firm has filed 481 lawsuits against the city from Rikers’ only women’s facility, Rose M. Singer Center, better known as Rosie. “When there is a huge power imbalance, it attracts sexual predators,” says Slater, who explains that prison culture enables this system of sexual exploitation.
Gov. Kathy Hochul signed legislation in May 2022 to allow survivors of sexual assault over the age of 18 to sue. The action ended on Nov. 24, but not before lawsuits made headlines against celebrities like Sean “Diddy” Combs and Jamie Foxx, and politicians like New York City Mayor Eric Adams and former President Donald Trump.
Kuhl found the number of charges stemming from the prison shocking, but not surprising given Rikers’ reputation as “one of the most dangerous prisons in the United States,” a sentiment that includes sexual assault. It was shared by advocates who support survivors.

Shanaye, 40, is one of Kull’s many customers. He was imprisoned in Rosi for a year and a half starting in 2002 when he was 19 years old. The lawsuit alleges that a corrections officer took her to a bathroom and grabbed her and asked her to perform oral sex. According to the lawsuit, he tried to fight her, but was reprimanded for assaulting an officer and placed in solitary confinement for nearly a year. Kull asked that Shanay’s first name be used to protect her privacy.
“He made fun of me for weeks after it happened,” Shana said tearfully of the officer. The lawsuit also claims that if the officer reported the abuse to Shanye, no one would believe her. “It’s a very different feeling. I didn’t even know who to talk to, who to trust. You can’t tell the prison therapist because you think you work for the prison. They treat you like a prisoner. You have no words. You have no honor.”

“When Gennaro was incarcerated at Rikers Island in the early ’90s, there was a female corrections officer who was monitoring him and she asked him for sex. And he had no choice,” Campos’ attorney, Andrew Stengel, told NBC News. “If he hadn’t done it, it would have been a lot worse. so bad. But the truth is that when he stopped obeying, he was punished when he remained silent. Punish him.”

Campos, now 59, was 28 when he joined Rikers in the early 1990s. The lawsuit alleges that a female corrections officer forced her to have sex over a four-month period between 1992 and 1993. The suit alleges that Campos repeatedly asked him to have sex with him and gave him oral sex. When Campos refused, the suit says, corrections officers retaliated by labeling him a “centrally monitored case,” meaning he would be closely monitored and “remained in isolation, in harsh conditions,” including a waist chain and shackles.
The New York City Department of Corrections accepts sexual assault charges, saying, “Most, if not all, cases are more than 2 years old.” Hundreds of cases. Many events span decades.
DOC spokeswoman Latima Johnson told NBC News that “NYC DOC has a zero-tolerance policy for sexual exploitation and sexual harassment of any kind that works, visits or is detained at any of its facilities,” in an emailed statement. All respond, investigate and support.”
She said all staff at DOC facilities receive training on the Prison Rape Elimination Act, which aims to eliminate sexual misconduct behind bars. DOC said it will investigate allegations of abuse and “take action on substantiated allegations.”

Mass incarceration, violence and corruption have come to describe the facilities on the 400-acre island, located on the East River between the Bronx and Queens. Rikers Island facilities have been plagued by problems and severe violence for years. Many inmates in Rikers facilities are awaiting trial, some of whom have been held at Rikers for months.
19 people incarcerated at Rikers died last year and 9 more this year. According to city records, 6,182 people were incarcerated in rec facilities through August. In addition to sexual assault, inmates and advocates are concerned about poor conditions in the facilities, such as mold, insect infestations and foul odors.

Advocates have cited these inhumane practices in their years-long effort to permanently close the prison complex. At the time, the mayor, Bill de Blasio, In 2017, he pushed back on his promise to close Rikers by 2027, but touted his plans to open smaller facilities around the city in its place. Since then, plans have been slow and shrouded in confusion for advocates, who say sexual abuse alone is reason enough to close the complex forever. Last month, U.S. Attorney for the Southern District of New York, Damian Williams, joined advocates calling for Mayor Eric Adams’ administration to take over Rikers Island and appoint an outside authority to oversee the troubled prison complex.

“This movement has been going on for years. (repetitive) is unnecessary. This has a bad effect on people’s mental health. Rikers Island is a horrible place,” Cyrano continued.
60-year-old Tammy, represented by Kelly, was held hostage by Rosie for 30 days when, according to her lawsuit, two officers, a man and a woman, repeatedly touched and raped her. . She said authorities threatened her not to report the abuse.
“I was scared because I was threatened. I know they had access to my information where I was living at the time and things of that nature,” Tammy said. Kuhl asked that Tammy’s first name be used to protect her privacy.

The Adult Survivors Act has provided a vehicle for hundreds of prison lawsuits, but the law has not been advocated for years. Safe Horizon, a New York-based anti-violence organization, has helped lead the effort since 2020. Advocates, lawyers and survivors spoke at news conferences, wrote op-eds, met with lawmakers, and more to pass the act.
